This is a modern locality which is situated along the strand of Marsamxetto harbour. It derives its name from an island situated in the middle of the harbour - Manoel Island is named after the Grand Master Manoel de Vilhena who erected the 18-century fort that occupies the greater part of this practically flat and leaf shaped insular stretch of rock. The Yacht Marina gardens at the Strand in Gzira have been renamed as Council of Europe Gardens Gzira, to commemorate two occasions: the 50th Anniversary of the set up of the Council of Europe and the 35th Anniversary of Malta as member of the same Council of Europe.

The Local Councils were responsible for the Environment and Infrastructural projects within the locality. Over the years more powers were devolved to the Local Councils namely: Local Enforcement System, Street Lighting, Electronic Government System re Internet Awareness, Public Libraries. The Local Council implemented Bye Laws and organizes specific courses for the residents. The Council together with the Sub Committees, promote social events and help non profitable Organizations.
